Paul Sanchez
Managing Director, Fortem Services Group, LLC
President & CEO, Government Tactical Solutions, LLC
Mr. Sanchez serves as the managing director of Fortem Services Group.  He is also the president and CEO of Government Tactical Solutions, LLC, the managing partner company of the Joint venture. Mr. Sanchez has successfully managed and grown GovTact from a single-person operation into a multi-million dollar, award-winning company. Before entering the federal contracting community in 2005, Mr. Sanchez was an infantry officer in the United States Marine Corps. Mr. Sanchez holds a bachelor of arts in history from The Ohio State University, a certificate in information technology from the University of Virginia, and he is a certified Project Management Professional (PMP).


Luke Howe
Director, Fortem Services Group, LLC
Executive Vice President, Government Tactical Solutions, LLC
Mr. Howe serves as a director of Fortem Services Group. He is also the executive vice president of Government Tactical Solutions, LLC, the managing partner company of the joint venture.  Prior to joining GovTact, Mr. Howe was a vice president with P&L and business development responsibility at an IT services firm in the DC area. He earlier worked as an account executive with General Electric after spending two years as a member of GE’s Commercial Leadership Program. He is an active volunteer within the Armed Forces Communications and Electronics Association (AFCEA) serving as the Co-Chair of the AFCEA International Young AFCEAN Advisory Council and as an appointed representative from Fairfax County to the Northern Virginia Workforce Investment Board. Mr. Howe holds a bachelor of science in political science and marketing from Boston College.


Stu Shea
Director, Fortem Services Group, LLC
As CEO at Peraton Corporation, Stu leads the company’s strategic direction. His vision and guidance drive Peraton’s performance and culture.

Stu is the former President and Chief Operating Officer (COO) of Leidos, and was the principal architect in the creation of Leidos when he served as COO of SAIC. Prior to being named COO, Stu led SAIC’s support to the National Security Community as President, Intelligence, Surveillance and Reconnaissance Group.

Stu is also a founder of the United States Geospatial Intelligence Foundation (USGIF) and the highly acclaimed GEOINT Symposium. He serves on several industry, government, and academic advisory boards. Stu was a member of the Director of National Intelligence’s Senior Advisory Group (SAG) and in 2016 he was presented the Intelligence Community Seal Medallion by Director of National Intelligence James R. Clapper, Jr. for his service. He has also been the recipient of numerous awards for his leadership within the industry.

Stu has a Master of Arts from the University of Kansas, a Bachelor of Science from State University of New York at Albany, and executive education at the University of Virginia, Harvard Business School, Wharton, and The George Washington University.

GovTact and Peraton Corporation have an SBA-approved mentor-protégé agreement. This authorizes the two companies to participate in an SBA program that encourages large businesses to provide guidance and support to SBA-certified 8(a) companies. Under the Mentor-Protégé Program, 8(a) companies and their mentor organizations can create joint ventures with small-business status. These JVs allow potential customers to take advantage of the depth and breadth of a large business through small-business contracting, and they give small and disadvantaged businesses critical guidance to help them grow—in business development, contract performance and internal organization. 

The JV enables Fortem to provide customers with the benefits of a small business status combined with the technical, management, past performance, infrastructure and reach-back capability of Peraton Corporation.
